The County Library is a full service library serving the residents of Shenandoah County.

The County Library first opened its doors in 1984 and moved into its own building in 2000

The Edinburg location also serves as the headquarters of the County Library System that was established in 1996 and now consists of the County Library and five community libraries.

The County Library System has reciprocity agreements with three other library systems, and its patrons of the Shenandoah County Library are entitled to obtain library cards at Handley Regional Library , the Samuels Public Library, and Massanutten Regional Library.
